AMP8 delivery in 2026: from investment to infrastructure

More than a year into AMP8, attention has shifted from planning investment to delivering it.

With around £104 billion of investment planned between 2025 and 2030, AMP8 represents the largest investment period the UK water industry has seen, placing unprecedented emphasis on delivery capacity across the sector. The challenge is no longer securing funding. It is turning that investment into projects that can be delivered efficiently while supporting improved environmental outcomes and providing long-term value.

That transition is already visible across the sector. Sewer rehabilitation frameworks, wastewater treatment upgrades and water mains renewals are progressing across the UK as major programmes move from procurement into construction. The conversation is no longer about how much will be invested, but how the industry delivers that investment efficiently and at scale.

Delivering AMP8 at scale: supply chain capacity and manufacturing

As AMP8 delivery gathers pace, attention is increasingly turning to whether the wider supply chain has the capacity to deliver the scale of investment now planned.

The challenge is no longer securing funding. The focus is shifting towards converting that investment into a consistent pipeline of work that gives manufacturers, contractors and consultants the confidence to invest in people, facilities and production capacity. Without that visibility, there is a risk that delivery is constrained not by ambition, but by the industry's ability to respond.

For UK manufacturers, this presents both an opportunity and a responsibility. Scaling production to meet AMP8 demand will require continued investment in manufacturing capability, automation and skills, alongside closer collaboration between water companies and the organisations that supply them. Clearer forward programmes and more transparent demand forecasts allow manufacturers to plan capacity, improve productivity and bring forward innovation with greater confidence.

The sector also continues to make progress towards greater consistency in specifications and delivery approaches. While each water company has its own operational requirements, reducing unnecessary variation and adopting more standardised solutions where appropriate can help improve manufacturing efficiency, shorten lead times and support delivery across multiple programmes.

AMP8 wastewater investment and environmental performance

While leakage reduction remains an important objective, much of the current investment activity is focused on wastewater infrastructure.

Recent contract awards reflect this trend. Galliford Try has secured a £47.5m contract by Thames Water to deliver the Camberley Sewage Treatment Works Flow Compliance Project, designed to improve the environmental compliance of the works. Meanwhile Kier has been appointed to deliver more than £51m of wastewater treatment improvements across three Severn Trent sites, supporting phosphorus removal, storm balancing and activated sludge upgrades linked to WINEP obligations.

Alongside investment, regulation continues to evolve. Ofwat is currently consulting on strengthened enforcement guidance for sewer flooding, reinforcing the importance of network resilience, rehabilitation and environmental performance throughout AMP8.

Water UK has highlighted that current water resources will not be sufficient to meet future demand without significant investment in reservoirs, strategic water transfer schemes and wider infrastructure improvements.

These projects are not simply about creating new water resources. They also require existing networks to accommodate larger volumes of water, integrate new treatment assets and provide resilience over many decades of operation.
